Oh my gosh, you're right. If you decode the binary-encoded message, it reads:

The Oracle's prophesy is upon us: Taycan battery problems will wane. V12 update in sight. Have no fear. OTA update to all of those who stand firm.

I'm not quite sure exactly what it means but it sounds really hopeful. Finally, some good news!
