This pic shows the wheel (once called the Corona Spoke Wheel, but changed to Power Spoke wheel during the covid pandemic) with the plastic piece with the center cap removed:

The balancing adapter is used to replace the weight of the removeable plastic piece when installing and balancing new tires. Mini dealers have them in the shop, but you would need the adapter to correctly balance the wheel if buying tires from a regualr tire shop. The adapter snaps into the circular hole at the edge of the spoke.
