How do I get just outside ventilation, No heat or AC?

On every other car I have ever owned. You can just switch off the AC and the vents blow outside air.
How is this accomplished in the Taycan HVAC menu?

Hmm. I think for what you want, you would go to the climate screen and switch off "A/C" (also ensure "ECO" is off), but set a non-zero fan speed (on the console pad).

IIRC Off turns off everything (compressor/heat pump AND the fans). I think you can get what you want in Range mode, which gives you an HVAC menu option for Eco Plus (which does not use the compressor, only outside air). If indeed this is the only way though, that's an annoyance.

So needlessly complicated & absurd. On a nice 67 degree day,
I don’t want AC, just some fresh air in cabin. This my main gripe with the Taycan. Fussy, complicated HVAC controls

How is it complicated? Press climate menu, press A/C OFF.

So is the workflow turn the AC off, then adjust the fan speed to something other than AUTO? I tried to turn the AC OFF, then adjust the temperature to match the outdoor temperature, and the remaining mileage still dropped precipitously as if the compressor/heat pump was still running.
