Rotational ticking sound driving the car

Several days ago we drove home in a rain storm and the car has sit for three days in the garage. Today we went to go shopping and the car would not move just releasing the brakes. Added some accelerator and heard a clunk. Rolling out the garage we heard a rotational ticking sound. Upon the initial drive we heard the rotational ticking sound and it got louder with the application of the brake pedal. After several braking application the sound disappeared. Sounds like rust on the rotor?

The freeze up is just surface rust. The ticking is not typically a result of that. If it’s gone I’d just let it go. You might check the rotors to see if you have any scoring. Could have been a stone.

Looked at the rotors and saw an impression of the brake pad on the rear rotor, so am thinking maybe the parking brake didn't release?
