Definitely not the norm - depends on region and dealer. I owned a shop for 10 years and ran other shops prior. ASE tests do not offer specific EV computer training, that is completed with the manufacturer. In regards to Porsche, my dealer sends techs to training in Atlanta and/or Germany. They currently have 1 master Taycan tech and another is in the process of completing training.
I used to run into this issue with my Nissan GTR. Only certain trained individuals were allowed to work on the car. I had an issue with my tire pressure system that required a reset at the dealer. I figured it would be a simple fix. I booked an appointment, indicating it was a GTR. When I went to the dealer, they tried for about an hour to do only to realize that the specialist was the only one that had the right tool to fix it. I had to rebook the appointment and then it took 5 minutes for him to do it. Unfortunately I was wanting the error cleared because a buyer was coming to look at the car. I had to explain to the buyer that tire was not flat and it was just a sensor error. I had wanted to avoid that conversation by having it cleared before he came. At least I didn’t have to 6 weeks!!!
