All of those are HV battery recalls

So in USA, around 17000 cars have had work done to their HV battery.

Not quite accurate. ARB6 & 7 were recalls to install the battery monitoring software. Those cars were where no battery defects were known to exist (yet). The other recalls, with the lower vehicle numbers, were issued to cover batteries with some known defect.

Also not 100% accurate, but yes, for ARB6/7, for most cars, it was just software work being done.
For example in europe, ARB6 official recall filling covers the monitoring software for known manufacturing defects detection.
And module replacements have taken place under ARB6/7 also - me being one of those cases.
