I have a 40A, ChargePoint charger at home. It used to give my 23 Taycan a consistent 9.6kW, but after taking the car in for a couple recalls, I noticed that it now maxes out at 3.5kW. Is that intentional? Is there a way to see how much power the car is requesting?

I'm on a long waitlist at my local dealer for a 4CT (and I'm paying markup). I don't have a problem flying out to any dealer in the US to get a car, so what is the best way to get an allocation or a spot at the front of someone's list?
