@Fun TC Driving, I saw this one too before you posted. This confirms all my assumptions about no benefit of Matrix lights in the US as brightness is controlled by regs so Matrix 84 LEDs or Matrix HD 32K LEDs will output exact same light intensity. The new thing that he did flash is that there is some guy goes around the country and enables full Matrix functionality.

9XX has been mentioned a few times on this forum in the past, though early on the guy had some issues coding Taycans. There are also people on rennlist who can guide you (for a fee I presume) if you buy or get access to your own PIWIS3. Or, if you're adventurous, have the patience and some skills, you can figure it out yourself.
