Wheel Offset for 21inch

Hello all,
I am looking for advice in regards to offset on custom wheels. I am in contract to produce a set of Magnesium wheels from Litespeed Racing. Can you share the best offset to ensure the wheels are flush with the fender?

I reside near NYC and I'm concerned with potholes with 21 inch wheels.

I plan on installing the Vivid Lowering links as well.

I am thinking of using these offsets from the Techart IV wheels except with 21 inch diameter.
