Anyone know how accessible charging is at Silverstone and whether it is currently free or charged?

The last time I was there during the Summer doing a trackday on the circuit in my TTS, PEC Silverstone had two 350 kW chargers and a number of AC chargers, all of which were free to Porsche customers, if you had a Porsche Charging card. There are another two 350 kW chargers around the back of the building but you must ask for permission to use those. If you are going for an experience day the staff will sort you out.
As for accessibility, you have to ask for access from the Silverstone security staff and will ask you to show your email confirming your experience session.
