In the process negotiating a deal on a 21 turbo s on the lot. Dealer has offered 5% off MSRP but I have to pay $2-3k to ship. Still a good deal?

also, the $1500 ca rebate is that not provided if buying out of state?

$1500 rebate is for CA residents. It's a California utility rebate

5% is reasonable but there is could be more room.
Car carriers are not cheap right now. What state are you in?

I’m in Cali but buying out of state so am assuming doesn’t matter where you buy from as long as you are filing taxes in CA.

The $1500 goes to the approved dealer for the rebate in CA. Not all California dealers are approved for this $1500 rebate, it's not like like the $7500 federal tax rebate.

If you lease the $7500 federal tax rebate is a immediate cap reduction, no need to file on your taxes.

If you tell me what state it's coming from, I'll see if the shipping rates they quoted are correct.

i would at least try and get free shipping, especially if the car has been sitting for a while and the 2022s are coming

That's true. The $1500 rebate is a California point of sale rebate, I'm not sure you can get that if it's bought out of state. That might bear some further research.
