Sometimes the speed limit shown in the HUD gets stuck and wont change until the car is turned off and then on. Anyone else had this happen?

Sure have. It has not done this in a while but it has gotten stuck for me in the past. My experience is the same as yours - it becomes functional with a re-start. I have not tested this but I am wondering if dust/dirt get on the sensor that reads the speed limit signs and it just can't read the signs. Not sure though how that correlates to a dirty sensor..................

If it makes you feel any better, I have a 2023 Yukon XL and the same thing happens EXCEPT I don't have to go through a restart. Sometimes the sensor just doesn't 'see' the speed limit sign and the heads up does not change. Other times the heads up display shows two short lines instead of numbers. Technology..........................?
