Since my dealer in Bern fixed mine & my friends, and knew about the issue and was sure they can fix it before even seeing the car - I say with 99% confidence dealers know of the issue and the solution.

I suspect Porsche is in a low-cost gliding mode, and don't want to have pricey service campaigns / recalls yet.

If I were you, I next time car is in service, I would ask the service of an extract of ECU versions.
The latest versions are public, so easy to compare.

What is the document?
I found it - WMH0-Re-Programming Various Control Units (Workshop Campaign)
TSB says it only applies to specific VINs assigned to the campaign, which are listed as 2020 -2021 model years only.

Do you think Porsche service will supply that information.
’I looked through that long document for the campaign and noted that there were many sequences scheduled for updating all ECU’s. And each sequence seemed to have a list of the updates performed for the different elements.

I have tried to ask for the update, and response was there is none. I will ask for a list of all the sw versions in the different ECU’s now and see. But I guess the information you have shown is not public knowledge?
Worth a try though
I guess it depends on the dealer. The service guys usually don’t care, and will give it to you - at least in my experience - if you can talk directly to one, that is.

Indeed, only for 2020-2021 cars; but my friend has a 2023 and his got solved also by ECU updates; at the same dealer.

So clearly cars beyond 2021 also have outdated / missmatched ECU versions, but porsche didn’t release a campaign for it - so dealers can’t book the costs for any of the work they would have to do - so they need to be willing to so it and creative with booking the costs

Assuming the nav problem is resolved by updating one or more ECUs, why would 'mismatched' or 'outdated' ECUs cause navigation hangs, etc., in Europe, but apparently not in other regions?

Is it something bonkers like the fact that out charging network is significantly more dense? Could explain why there are more issues in the Netherlands for example.

Who knows? It sounds bonkers but could well be the case. The freezing and different information on the displays feels to me like an overload on a system. As if the PCM is running out of memory or processing power. Or a combination of both?

For me the main map material seem to continue showing the correct location while the instructions hang.

I have just discovered that Google maps now show the information about charging stations, available and total numbered chargers. On top of that it seems to display the network name in clear text and seems very reliable in the test I have done.

In order to get some preheating in the battery I will try to programme an individual mode with the performance in sport plus, but not lowered and softer suspension. Sport Plus mode is not comfortable on the roads around us. It will not give the optimal conditions for a fast charging session, but it just works and is reliable. Also means I can get rid of the Connect charges of 25 Euro per month, that bring absolutely zero value for me now.

No preheating/-cooling the car prior departure ?
Don’t know yet since I have parked the car up for the next 8 weeks or so. I just do not dare taking the TRASHCAN on the next trip to the Nordics.
’Recall for my 5th or 6th heater as well.

And that really is the big failure here ... you don't have the confidence that it will keep you safe/warm/working in a harsh winter environment. Once lost, confidence is hard to win back. And Porsche's one way communication style – and slightly arrogant positioning won't help either.

Having struggeled with some PCM issues over the last months, today I visited the dealer to see if they had any suggestions. My problems were related to control of media (not beeing able to change radio stations, slow loading of Spotify) and the "phone" button on my steering wheel not really responding when I needed to set up a call. Navigation was mostly OK, with the occational lag of turn-by-turn instructions. Had one or two restarts over the last 4 weeks.

I was a bit short on time, so told them I could wait for no more than two hours. Well, they took the car in and updated the PCM from version 3882 to 3885. UI seems to act a bit more snappy, and route proposals were quicker than before. Too early to know if it helps, will monitor behaviour over the next days. I note that for other forum members, the upgrade to 3885 really did not help.

Let's see.

I often wonder if the "full reboot" of the PCM as part of the update is the reason why it initially seems faster for a while.
